Robbert Fisher
Managing Director
Robbert Fisher's picture
Robbert is the managing director of JIIP. He is specialized in strategy and policy in the fields of R&D, technology transfer and innovation in general. From 1989 until 2000 he was a senior manager with PricewaterhouseCoopers. From 1991-1995 Robbert was seconded as an expert to the European Commission DG XIII (now DG CONNECT) in Luxembourg. Robbert received a Master’s degree Law, Leiden University, The Netherlands with special subjects Intellectual property, Information Systems and Business economics.  He holds degrees in marketing and public relations. In addition he is alumnus of the PwC International Management Development Programme, and has followed executive courses at Darden Business School.
Jacqueline Allan

Jacqueline Allan's picture
Jacqueline Allan is an experienced manager, strategic advisor, evaluator and policy analyst at international and domestic levels for science, technology and industry policy. Prior to joining JIIP, Jacqueline was Senior Policy Analyst (biotechnology and nanotechnology) at the Organisation for Economic Co-operation and Development (OECD) in Paris. She​ has over 15 years of experience in STI policy development across topics including economic and regulatory issues, international co-operation, women in science, skills and education, global research infrastructure, governance frameworks and evaluation and has been the author of numerous policy and evaluation reports.
Luca Alessandro Remotti

Luca Alessandro Remotti's picture
Luca Alessandro Remotti is a business economist with over 30 years of experience in industrial and organizational innovation processes and R&D and is focusing in evidence-based methods for economic, financial and socioeconomic evaluation for enterprise and policy consulting. As an accomplished manager he is coordinating multiple complex large scale assignments for public sector and private clients. He has been involved in several innovation research studies, also targeted at policy-makers and he has managed many specific studies and the drafting of the relevant public reports. From 2004 he was a representative of a private organisation with special consultative status at the Economic and Social Council of the United Nations in New York. In 2002/2003 he was Italian National Representative at OECD, Directorate for Science and Technology, working group on Health Technology Assessment (HTA). He has lectured widely on innovation-related organisational issues and on technology applications.
Jos Leijten
Senior Policy Advisor
Jos Leijten's picture
Now working as an advisor at JIIP, Dr. Jos Leijten was programme manager Strategies for Industrial Innovation in TNO (Netherlands). He built JIIP as an initiative of TNO, VTT, Joanneum Research and Tecnalia. Earlier he held management positions in innovation policy research in TNO and was Visiting Scientist at the Institute for Prospective Technological Studies of the Joint Research Centre of the European Commission in Seville. He studied geography and urban and regional planning at the Radboud University of Nijmegen (1975) and received his PhD from the Free University of Amsterdam in 1991 for a thesis on technology assessment and technology policy. He has been a member of several EU expert groups.
Lia Federici
Policy Analyst
Lia Federici's picture
Lia is an Analyst at JIIP. In the last years, she has been involved in several European projects mainly in the field of Public Procurement, IP, Nanotechnology, Dual-use, Smart Urban Mobility, SMEs, Migrants' entreprenership, Open Innovation, R&D investments and Insolvency Regulation. Lia holds a Master of Science in Economics and Management of Public Administrations and International Institutions (Bocconi University, Italy). During her studies, she had also the opportunity to participate in an exchange programme at the University of Minnesota-Carlson School of Management (USA) and a summer school at the NYU- Wagner School of Public Service (USA). After having worked as a junior consultant in a management consulting company focused on public sector (Lattanzio e Associati), she specialised in European Studies at the College of Europe (Bruges). Following this, she underwent a traineeship at the European Commission-DG Trade (WTO coordination and dual-use items). Lia is Italian native speaker, proficient in English, fluent in French and has a good knowledge of Spanish.
Julien Chicot

Julien Chicot's picture
Julien Chicot is a policy analyst with academic and professional experience across topics including innovation policy, systems of innovation, and demand-driven innovation. He was a consultant at the Organisation for Economic Co-operation and Development (OECD), and a doctoral researcher at the Grenoble Applied Economics Laboratory (GAEL). As part of his research on public procurement of innovation, he was an invited scholar at the Alliance Manchester Business School (Manchester Institute of Innovation Research). Julien has a PhD in Economics (University Grenoble Alpes, 2017), and degrees in Political Sciences (M.A., Sciences Po Rennes, 2013) and Law and Management of Intergovernmental Organisations (LL.M, University Paris 2 Panthéon-Assas, 2012).
Milica Misojcic

Milica Misojcic's picture
Milica Misojcic has degrees in Information systems and technologies (B.A. Faculty of Organizational Sciences, Belgrade, Serbia) and Master of Science in Management ( M.A.Vrije University Brussel, Belgium). She has worked on the projects and researches in Blue Soft account company in Belgrade and at Faculty of Organisational science. Furthermore, she was a programmer and web developer in many companies.Now Milica is a part of Institute for Innovation Policy (JIIP) as IT support. She is a confident and reliable IT support engineer with extensive practical experience of working with computers and resolving many support issues that are raised to the service desk. Possessing a proven ability to administer and control the operation, configuration and maintenance of computer-based information systems, as well as having an eye for detail and able to multi-task under pressure. Her expertise is IT work connected with databases, programming and Web development.
Frans van der Zee

Frans van der Zee's picture
Dr Frans van der Zee is a senior strategist with TNO. Trained as a political and development economist, he is a specialist in economics of innovation, EU policies and markets, and EU accession / integration. Before (re)joining TNO, Dr Van der Zee was a director of SEOR, Erasmus University Rotterdam; senior economist at TNO Innovation Policy group and TNO ICT & Policy (2005-2009); senior advisor regional and urban development at ECORYS (1998-2005), visiting professor economics at Oklahoma State University (1996); invited scholar, USIA leadership programme (1996); assistant professor of public economics & finance at Erasmus University Rotterdam (1994-1998); and assistant professor political economics at Wageningen University (1988-1994). He holds an MSc in Development and Agricultural Economics (1989, cum laude), a PhD in Political Economy from Wageningen University, and a PhD-graduate diploma of the Netherlands Network for Quantitative Economics (NAKE, 1990).

Hanna Kuittinen's picture
Hanna Kuittinen is a researcher and project manager at Innovation Strategies Division of TECNALIA since 2008, having over 10 years’ experience in innovation research. She is also currently working as a visiting researcher at JIIP. She holds a D.Sc. Econ. (2011) in the field of strategy and innovation research, and M.Sc. (Econ. & Bus. Adm.) (2004) from Lappeenranta University of Technology, Finland. In TECNALIA, she is a researcher in the area of innovation and technology research and policies. Before joining Tecnalia she worked for a university research centre. Hanna speaks Finnish (mother tongue), English, Spanish and knowledge of Swedish and German.
